2.4 Transport of Dangerous Goods by Post

General rule: The transport of dangerous goods by post subject to the Universal Postal Union (UPU) Convention is forbidden — except as noted below.

2.4.1 UPU Convention Compliance

Dangerous goods transported by post must comply with the provisions of the UPU Convention. National civil aviation authorities may apply additional controls consistent with the UPU.

2.4.2 Permitted Items

The following dangerous goods may be transported by post under specific conditions and with civil aviation authority approval:

2.4.3-2.4.4 Postal Operator Responsibilities

  • 2.4.3 The designated postal operator must ensure that dangerous goods presented for air transport are reviewed and approved by the civil aviation authority.
  • 2.4.4 The designated postal operator must not accept lithium batteries for mailing without civil aviation authority approval. The approved UPU postal list is available on the UPU website.

2.5 Dangerous Goods Owned by the Operator

2.5.1 Exemptions

Section 2.5 provisions apply until the regulations in 1.2 require application to articles and substances (except for exemptions under 1.2.7).

2.5.1.1 Aircraft Equipment

These Regulations do not apply to articles or substances which could be classified as dangerous goods but are permanently installed as aircraft equipment or permitted on the aircraft under airworthiness requirements (see 1.2.7).

2.5.1.2 Consumer Commodities

Aerosols, alcoholic beverages, perfumes, colognes, liquefied gas lighters, and portable electronic devices — including those containing lithium ion or lithium metal batteries — may be provided by the operator for use by passengers/crew on the aircraft or during flight (under Section 2.3.5.8 conditions). However, non-flammable aerosols and refillable gas lighters are excluded.
